New political ideology IQ-democracy

These next informations can be called like trying make tidiness in politics all over the world.

Why just IQ-Parliament and not Parliament only?:

The shortcut IQ before parliament means change in voting system. In that will have every voting piece diferent strength according the highness of intelligence of every voter. For measuring of intelligent level there will be useful short IQ-test, which is included in parliament.

This new voting system is simplest called IQ-democracy (translationed by the goverment power of intelligent people). This new system will exist in parallel with democracy and all content of this IQ-parliament on this webpage will be given as recommendation for real politicians.

For everybody he's going in the future adding whatever to this page it's important that you're doing it as your charity with this world - so there's no binding compensation for this.

Hierarchy of the politic shapes from the lowest:

District (D) (cca 50 ths. inhab.), Territory (T)

Region (R) (cca 500 ths. inhab.), Territory (T)

State (S) (cca 5 mil. inhab.)

Fedaration (F) (cca 50 mil. inhab.)

Union (U) (cca 200 mil. inhab.)

Continent (C) (cca 1 mld. inhab.)

World, Cosmos (W) (8 mld. inhab.)

The territory has the advantage of being allowed to govern itself like a state independently even with lower number of inhabitants.

At the international level, states will already be represented by their federations, as the number of states in the world will increase about fivefold, on about a thousand together. The new code of the state will be newly prefixed with the code of its federation with a hyphen (for example, TRKF-MRS is the Marmara's state in the Turkey federation).

Codes of the shapes are made from english names with this way. Each continent, union, federation has its own original code. Each state or territory has his unique code in the whole union and each district has his own unique code in the whole state.

Competences and economic model of each political shape:

World - Human, animal and natural rights (5% of total public income)

(Human rights - life and death right, freedom right, social right, health right, justice right)

(Animal rights - freedom right (allowed hold only domesticated animal), food right (right for separated human food waste))

(Natural rights - environment rules, slowdown law (right to slowdown economy), right to fix intercontinental customs taxes, right to stopping overpopulation)

(Other - Charity program, Cosmos program)

Continent - Trade and transport system (5%)

(making duty tariffs system, building continent transport system)

Union - Defence system (5%)

(building of defence program, building union transport system)

Federation - Social system (5% + 30% for social system)

(realizing social program, tax system, building federate transport system)

State - Transport system (5% + 12% for transport system)

(realizing transport program, everything other what is not in other political shape, building state transport system)

Region - Health system (5% + 12% for health system)

(realizing health program, building regional transport system)

District - School system (5% + 11% for school system)

(realizing school system, waste system, building of transport system of district)

All government loans or bonds are prohibited.

Every political shape has 5% of total public income, together 35%.

30% other is for social program of federation

12% for transport system of state

12% for health system of region

11% for school system of district

+ Elections:

Election's system:

Elections will take place every year on one day from 0:00 to 24:00. In these elections, each citizen chooses one district's politician according to its place of residence. At the same time, with this single choice, each voter will have a single opportunity to influence politics. Except for writing recommendations for politicians on the IQ-Parliament website. The elected politicians of the districts will nominate their employees in all places of the district and the municipalities and will be responsible for the development of the district. District's politicians in one region choose the regional politician among themselves, whereby they will only be able to vote for another politician. If equality occurs votes, the winner will be chosen by random. The regional politician will be responsible for the development of the region and will be replaced by another politician in the district, which finished second in the order of voting.

Politicians of other higher political shapes will be elected in the same way. I.e. regional politicians choose state politician among themselves. The politicians of the states choose the politician of the federation among themselves. Politicians of the federations choose among themselves the politician of the union. Politicians of the unions choose among thmeselves the continent's politician. And the politicians of the continents will choose the politician of the world.

Veto right and dismissal of the elected politician:

1. It can be done by a politician of the next higher political formation.

2. It can be done by voting of all the politicians of the nearest lower political formations.

3. The public can do this by collecting the signatures of 10% of people living in a given political entity (about 10% of people may show an active interest in politics).

4. Another unforeseeable circumstance.

In each political formation, a politician can be removed only once in one election period. Upon his removal, he will be replaced by a politician which ended up in second place in the vote of the political unit.

The voter:

Every voter should have the right to vote in any district around the world, if he proves that in that district he stayed living at least one year before the election. After obtaining and verifying the necessary data, it should be possible to vote via the Internet.

The candidate:

Candidates in any district should be allowed be any person who proves that he or she is staying in that district for at least one year before elections. Candidacy should not be subject to any other conditions or fees. Each candidate is required to state the highest post he wants to take in the hierarchy of political formations. For each such post, to which he can be elected, he is obliged to state its political intention in a concise and detailed version.

In the event that none candidate wants to take some political unit, then the competencies of this unit will be taken by the next higher political entity and if none higher entity has its politician, then it will take by the whole group of the nearest lower political entities.

IQ-democracy's vote:

In countries that would like to try to put this vote into practice, this should be made possible in the following ways.

1. The proper legal process of a democratic system (by democratic voting).

2. By signing at least 10% of the people living in a given political entity.

3. IQ-democracy public voting using the IQ-test to distinguish the professional competence of each vote.

4. By forcing of the world's politician (the political formation of the world) in the event of the finding or multiple complaints about the violation of fundamental human rights, animals or nature.

+ Other details:

Reason for origin:

IQ-parliament originates as reaction on breaking basic human rights like freedom speech right, politic ideology right, human social right, fair jurisdic right in nowadays democratic and capitalistic period. And as well as reaction on rising wealthy oligarchy and associated with it massive demonstrations all over the world.

Purpose of IQ-parliament:

The main goal's to set and control these basic human rights.

1. Freedom word right and political ideologies (especially speech right in virtual world and as well as nowadays forbidden ideologies e.g. socialism, communism, fascism, nacism, extreme Islam a.o.).

2. Human social standard right (right for income in one third of net average state income).

3. Fair justice right (right for a free law assistant for all).

4. Health right (right for necessary health care).

Main rule:

The IQ-parliament will forever remain only an advisory member of real politicians (proposals in it will only have a recommendatory nature), because the responsibility for changes in policy must lie only with the natural person and not the virtual entity. Otherwise, the creator-administrator of the entity would be responsible, which would be a little too much responsibility per one person.

No weapons should be used to enforce the new world map and the IQ-parliament system, but for all states as the only one weapon should be the motivation of other states to accept it, if the states that accept it voluntarily first, be more succeed.

From the history of IQ-Parliament:

The idea originated 10 years ago (2010), its first version was actively put into practice 2 years ago (2018) and even though the public got used to the new idea very carefully and with fears of the unknown, this idea during two years of its promotion, every day in all possible public free places, she managed to contribute and help long-term efforts of her home state Slovakia-Central Europe to change for better politics.

I think I've come up with an interesting way to reform politics across the world or the universe. If you are able to devote some time with that and especially read its essence listed on the introductory website, it will be maybe later important for all of us.

And I would like to emphasize that my website is programmed voluntarily without any help from anyone else and it's made for the world and for all 8 billion people and it should benefit from it those all people. System Up and Down

From the year of 2023 in IIHF and every second year 2025, 2027..., it will be played the system called Up and Down with this scheme.

1st Half of Tournament - City A:

1st Half of Tournament - City B:

- in this scheme, the beginning team standing is solved with standing from the last year tournament

- for better understanding, the better team always win the match in this scheme

- the 1st half of tournament will be played 8 days, each round 2 days

- the tickets for each game will be solved the way, each team will get half number of all tickets of stadium capacity, there will be tickets like Finland-Round-1 or Canada-Round-2 and so on

2nd Half of Tournament - City A:

- all teams will be moved after 1st half of tournament into city A

- before 2nd half of tournament will be one day off and 2nd half will be played 12 days, each round 3 days and all tournament will last 21 days

- the Russian and Belarus teams should replace the Slovenia and Hungarian teams in the 15th and 16th places in 2023

- this playing system UP and DOWN can also be used in national league, instead of play off, with added other teams from lower league to the total number of 16 teams

System Play More

From the year of 2024 and every second year 2026, 2028..., it will be played the system called Play More with this scheme. Play More system is second system beside system called Up and Down.

This first aid backpack should own every person:

IQ-Guide on how to respond to offensive comments on the network:

1. We can write one word for all insults: DON'T ENVY

Successful and Deleted Proposals 2018-2025

These proposals have been either completely or partially successful.

1. First aid kits

(Partial success - in the state of Slovakia, even before this proposal was written, the unlimited shelf life of non unpacked car first aid kits was approved. Later the MOT for motorcycles was extended for 4 years.)

2. Zdravé nočné osvetlenie

(Full success - public lighting with high luminosity was dismantled in the city of Bratislava.)

3. New Basic Human Rights

(Partial success - intercontinental tariffs are partially imposed by the US and EU countries.)

4. Tax system

(Partial success - Slovakia introduced higher taxation of the rich through the so-called transaction tax.)

5. New world map

(Planned partical success - the USA is trying to annex Greenland, and China is trying to annex Hong Kong and Taiwan.)

6. Stop zdieľaným elektrickým kolobežkám v mestách

(Similar success - the use of electric scooters has been restricted in the state of Slovakia. Later, a speed limit of 6 km/h was introduced on sidewalks for bicycles, scooters and other vehicles.)

7. Regulácia výstavby veterných parkov

(Partial success - the construction of a wind farm near the village of Madunice was rejected.)

8. Odpadový systém

(Partial success - in the city of Piešťany, hazardous waste such as flashlights and used cooking oil is collected at apartment buildings.)

9. Reduction of national debts

(Partial success - in the state of France, people with assets of more than 100 million euros were taxed.)

10. Working conditions

(Partial success - in the state of Slovakia, three holidays have been canceled from 2026: May 8, September 15, and November 17.)

11. Dopravný systém

(Partial success - in the city of Piešťany, a connection is being built between the A. Trajan housing estate and the Winter Stadium, the so-called Broskyňová Street.)

12. Road safety

(Planned partial success - New York City wants to implement free-fare buses.)

Peace in Ukraine and History of IQ-Parliament's 10 proposals in 2018-2020

IQ-Parliament was been held from 2018-2020 in the state of Slovakia in Central Europe as his zero version and created these proposals:

1. Peace in Ukraine
IQ-Parliament proposes this peace settlement in Ukraine. Eastern block states, i. between Germany and Russia, together they will form the Eastern European Union, all these states exit NATO and the EU, and declare neutrality without the ownership of the army. Russia undertakes not to attack and will hand over its territories Kaliningrad, Crimea, the whole of Ukraine to the Eastern Union, and the West will hand over Austria without Tyrol and Vorarlberg according to the map provided on the IQ-Parliament website. vote here and vote here and vote here and vote here

2. New ideology

IQ-Parliament is clear about this, each adult will receive a dose of 300 euros (average netto income/3) steadily declining up to a net income of 600 euros (600-netto income/2), for each diet under 18 years 150 euros without distinction, and every adolescent under 26 years will receive another 150 euros in voucher for education, which will become private. 5. Restriction on human freedom
The IQ-Parliament proposes that any restriction on human freedom should only be implemented on weekdays, always on the first day from 9:00 and the last day until 16:00, and that these facilities be open outside this time. 6. Sports categories
Our new sports categorization should look like this.
Skill activities - these are activities in which the athlete or group of athletes does not perform any increased physical exertion or uses an external source of energy (downhill skiing, jumping, bobsleigh, sledding, formula, curling, chess, golf, shooting, windsurfing, yachting, wild water, ...) these activities should be completely excluded from sports.
Easy sports - are those for which the athlete or group of athletes performs a total increased body load of less than 5 minutes (running at 100m, weightlifting, figure skating, ...) these sports should have half a medal.

7. New tournament playing systems
IQ-Parliament is proposing these two new gaming systems.
Up and Down - is a system in which the teams are lined up in a row according to the last World Cups and play first in a row with the second, third with the fourth, etc. In the next round, the winner is moved one match higher and the losers lower. The game has as many rounds as there are teams at the World Cup divided by two.
Play More - a playing system like Play Off, only Quarterfinal is divided into low and high quarterfinals. In the low one, 1vs4 and 2vs3 matches are played, which the winners will advance to the semifinal and the losers will advance to the high quarterfinal. 5vs8 and 6vs7 matches are still part of the low quarterfinal, the winners will advance to the high quarterfinal and the losers will end. 3vs6 and 4vs5 matches will take place in the high quarterfinal, the winners will advance to the semifinal and the losers will end. 8. Countryside roads speed
IQ-Parliament proposes that all municipalities in the Slovak Republic be divided into cities and little villages (in slovak language so-called obcovky), it will be all municipalities that are not cities. All these little villages (obcovky) will have their beginning and end marked with an oval mark. 9. Tennis match
The IQ-parliament proposes to abolish equality in tennis matches and also the so-called tiebreak. Each game is won by the first player to get the ball after state 40. Every citizen who will vote for the government political party will have to bear material responsibility for their choice every year according to this formula.

The reward or charge calculated in this way is implemented only by the government voters and the number of government voters doesn't affect the amount of reward or charge of one government voter. This means that the smaller the number of government voters is, the lower the percentage of the total material responsibility from all government voters together is.
